Louis Skyner, an English qualified solicitor, has headed Clifford Chance's Russia and CIS energy practice for the past four years. Louis also has a PhD from Cambridge University. He is an Associate Fellow of the Centre of Development Studies at Cambridge University. His practice is primarily based on: advising international oil and gas companies on their participation in exploration, production and liquefaction projects in the region, project structuring and financing; joint ventures / operators of such projects on a variety of regulatory and contractual issues; and, the sponsors and financers of renewable energy projects in the region on their structuring and financing. Prior to joining Clifford Chance he worked as leading legal counsel at the Norwegian oil and gas company Statoil, based in Oslo, Dubai and then from 2010 in Moscow. Aside from his legal practice Louis has authored numerous articles on Eurasian energy market regulation, economics, and politics, from 2005 to 2011 as an associate fellow at the Royal Institute of International Affairs in London, from 2012 to 2014 as adjunct professor of the New Economic School in Moscow, and from 2016 as associate professor at the European University in Saint Petersburg. He was awarded a M.A. degree (first class) by Oxford University in 1994, and a PhD by Cambridge University in 2003.
