An Honours Graduate and MBA, Dalbir Singh had a brief distinguished career in the Army during which he participated in counter Insurgency operations and Indo-Pak War in 1971, besides a stint with the military intelligence and Army's Combat College before voluntary retirement in 1981.
As a National Secretary of the Congress Party, he has handled challenging assignment of insurgence prone and tribal dominated states of the Northeast. Has been associated with numerous national level committees of the party relating to planning and policy, logistics, strategy, coordination and organisation. He has been Chairman of Bhagat Singh College, Delhi University and Member of National Wastelands Development Board of India and Mayor, Delhi Commonwealth Games 2010 and International Observer to Uzbekistan to supervise National Elections.
He is Secretary General of Foundation of Policy and Governance, Member, Task Force on Local Governments and Decentralized Governance and Central Advisory Committee, Ministry of Defence, Govt. of India. He is also senior advisor (South Asia) for International Forum of Federations, Canada, an apex body for promotion of democracy and federalism worldwide. He has presented papers Internationally on Democracy, Federalism, Conflict Management, Governance, management of Metropolitan and Mega Cities, empowerment and International human cooperation in Switzerland, Spain, Belgium (European Parliament), Russia, Australia, Pakistan, Sri Lanka, Philippines, Ethiopia and Canada.
