Vishal Kumar Dev hails from Dehradun, Uttarakhand.  He graduated in 1990 with a Degree in Computer Science and Engineering from the Indian Institute of Technology (IIT), BHU, Varanasi and obtained an MBA from the Indian Institute of Management (IIM), Lucknow, India in 1992.  He worked for more than three years with prestigious organizations in the Corporate Sector before joining the Indian Administrative Service in 1996.

He has mostly worked in the urban development, Industries and IT sectors and handled important assignments including Director IT; Municipal Commissioner, Bhubaneswar; Vice-Chairman, Bhubaneswar Development Authority; Secretary, Industries; CMD of Odisha Industrial Infrastructure Development Corporation as well as of Industrial Development Corporation of Odisha.

He is credited with contributing to making Bhubaneswar a major destination for IT Industry and also to industrial development in Odisha.  His work as Municipal Commissioner, Cuttack in the aftermath of 1999 Super Cyclone was appreciated nationally and internationally.  He is also credited with a number of path breaking initiatives and reforms during his various postings. 

Recently, he led the team responsible for successfully hosting the Men’s Hockey World Cup 2018 which was widely acclaimed the best organized World Cup ever. Earlier he had also led the team responsible for hosting the 22nd Asian Athletics Championship in 2017, within a preparation period of 3 months, a story which became popular as “The 90 Day Challenge”

In 2009, he took a 1 year sabbatical and obtained a Masters Degree in “Governance and Development” from the Institute of Development Studies, University of Sussex, United Kingdom.

Currently, he is working as Commissioner-cum-Secretary to Government, Sports &  Youth Services Department as well as Tourism Department  and also CMD, Odisha Hydro Power Corporation.
